Unaccompanied minors parents

Is possible that a passenger who has 17 years of the Czech Republic, flight without parents and without the consent of their parents? This article does not mention the Czech minor. http://www.ryanair.com/cz/questions/what-is-ryanairs-policy-on-the-carriage-of-unaccompanied-minors

Ryanair considers a 17 year old as an adult. It's true, some countries have restrictions regarding minors under 18 years old but the Czech Republic is not one of them. A 17 year old can definitely travel without parents or parent's consent.
