Refund for a not issued ticket

Dear all,

On September 13 2013, at Ryanair office I tried to bye a air ticket to London. After the saleswomen took 140 euro from me in order to give me a ticket worth only 130 euro, she discovered that I don't have a visa for UK, which I, having a card for permanent stay did not know I need.
She, of course, did not issued me a ticket, but did not give me money back either, under the excuse that it was Ryanair policy and advised me to wait seven days for my money to be refunded to me on my address.
I was given a document confirming booking and payment, the receipt and the copy of a email correspondence.
Today is September 23, ten days has passed and I am still waiting for my money.
My question is how long should I wait before I take a legal action?
